Job description

PSR Solutions are currently looking for a contracts manager for a top tier contractor working on a water framework based in Portsmouth.

The total contract value is £430 million with the appointment anticipated to be worth approximately £215 million. The design and build framework commenced in 2015 and will be looking to run until 2020, with an option to extend a further five years to 2025.

Our client has secured one of two process lots in a joint venture, supported by strategic design partner. The majority of the work on the secured process lot, worth up to £250 million, will focus on water supply and wastewater treatment works.

Our client has secured both the water and wastewater network lots in a joint venture. The lots, worth up to £180 million, involve upgrades to water supply and wastewater pipelines and pumping stations.


Role Overview:

To ensure the delivery of projects under remit are safely delivered on time, to/or below budget and to the satisfaction of the Client.

Key Responsibilities:
  • The job responsibilities and the position to whom the job holder reports may vary from time to time. As a consequence the job responsibilities will include but may not be limited to any or all of the following items as required by:

Senior Leadership Team:
  • Work together with the team to develop a cohesive team which provides strong inspirational leadership to the Water Process.
  • As a member of the team develop strategies and plans (including business plan) and through these plans lead to successfully deliver project for the Water Partnership.
  • Work together with the client to instil the right culture and behaviours throughout to support the delivery of projects.

  • Lead and motivate the team of Project Managers, provide development support and ensure clear open communication among PM's, Design and Delivery Teams.
  • Develop an environment where staff share ideas and best practice across projects.
  • Lead by example

H&S and Environment:
  • Safety is the cornerstone of the strategy.
  • Recognise that Health and Safety considerations are central to all tasks and contribute to ensuring safe working environment for all.
  • Ensure safety is the first priority for all activities
  • Ensure that safety issues are reported responsibly and participate in improving practice
  • Ensure the H&S, Environmental and Construction Management Plans and Commissioning Plans are fully implemented and maintained.

  • Ensure that all activates comply with contractual and regulatory requirements (including CDM or other local statutory requirements) and that all key dates are identified and included in the construction planning. (Limited and detailed design).
  • In conjunction with the Design Manager, ensure that adequate Technical, Safety and Environmental reviews are carried out for each project (Limited to Detailed Design)
  • Ensure that CMP are reviewed for each project after their presentation by PM's/Teams.
  • Ensure that appropriately detailed method statements are prepared, in place and approved prior to commencement of activities (prepared by PM's and site team).
  • Ensure works procedures are produced to assist with control quality where applicable (prepared by PM's and site team)
  • Ensure the contractors are informed of any perceived construction/programme risks and review mitigation action plans to manage these risks
  • Ensure procedures are in place and adhered to for monitoring, that all site non-conformities are reported by the delivery teams, approximate costs identified and necessary actions take to resolve the issues.
  • Ensure at contract completion that all records referred to in the CMP are complete and available.

Client Relations:
  • Develop and maintain good relationships with the Construction and Project Teams deliver customer satisfaction.
  • Be aware of the need to satisfy customer requirements with the aim of enhancing the customer's perception and satisfaction.

Quality & Document Control:
  • Understand and implement the Quality, Safety and Environmental Policies and Targets
  • Suggest improvements

Experience and Qualifications:
  • To be considered for this role you will be able to demonstrate extensive experience within the construction industry and cradle to grave experience of leading project teams.
  • You will have previous experience within the water and wastewater process industry.
