Job description

To lead the estimating function, providing guidance and diligence to a busy team turning around large numbers of medium sized civil engineering tenders, ranging in value from £50k to £3m. The role is very "hands on", with the Estimating Manager prioritising workloads, producing first principle estimates and undertaking detailed tender reviews to ensure prices reflect the resources and time required to reflect the proposed programme of works.

Principal Duties & Responsibilities:



Manage tender receipts, prioritisation and allocation to estimating resources.

Review tender documents assessing scope, risks involved, tender complexity and provide feedback to Commercial Director.

Liaise with the Board regarding Bid/No Bid decisions.

Identify tender deliverables required from the enquiry documentation.

Prepare BOQ in line with the Method of Measurement for Highways.

Produce enquiry schedules for scope of works& packages required from the tender documentation, drawings and specifications.

Evaluate returned quotations from suppliers and where necessary enter correspondence with suppliers to bring quotations in line with the project specification requirements

Working with the site operational and commercial teams to ensure prices are reflective of actual delivery experience

To prepare first principles estimates for multiple projects at any given time.

Attend meetings, negotiate and record all changes to the tender price required.

Make tender amendments where applicable utilising client feedback on submitted tenders

Arrange and undertake tender price settlement alongside the Commercial and Operations Director as required.

Arrange tender handover with the Estimators and projects team

Provide ongoing support and information to the project delivery team as the project enters construction.

Provide day to day management and mentoring of the estimating team.



Candidate Requirements:
  • Proven successful estimating experience in civil engineering (a minimum of 5 years), ideally with Highways work as an area of expertise.
  • Fully conversant with utilising estimating software to price schemes, maintaining libraries of resource cost information and ensuring software updates are installed and suitable training provided to users.
  • Fully conversant with all Microsoft Office software.
  • Good organisational and practical skills, with a strong focus on quality and attention to detail.
  • Confident manner.
  • Ability to be part of the team, provide leadership and facilitate a working environment that people want to be part of.
  • Ability to manage multiple tenders at any one time, whilst maintaining a calm, methodical manner.
